Joseph Penney

Joseph Lyle Penney passed away on May 15, 2015. Joe was born in Fairfax, VA on June 29, 1968. He grew up in Annandale, VA and later enrolled in the Zuni Training Center in Zuni, VA. He moved to the Dogwood Apartments in Nassawadox, VA in 1990. He was a resident of the ARC House facility in Belle Haven, VA, and attended the Franktown Methodist Church. Joe is survived by his mother, Catherine Kelly and his step-father, Dr. William W. Kelly, of Marietta, Georgia; his father, Monte Penney, and his step-mother, Susan Penney, of Belle Haven; and his brother Samuel J. Penney of Seattle, WA. Joe is also survived by his uncle, Dana Messer and his aunt, Bernadine Messer of Ocala, Florida and by step-brothers William W. Kelly Jr., Gregory Clark Kelly, Robert Jackson Kelly (all of Atlanta, GA) and Blair Massey Kelly of Charlottesville VA. Joe will be fondly remembered by his many friends at the Dogwood Apartments and the ARC House. There will be a memorial service at the Doughty Funeral Home in Exmore, VA on Wednesday, June 24, 2015 at 3:00PM with Reverend Judith Worthington officiating.
