Charles Sumner Bailey, 78, husband of Ann Bailey and the late Mildred K. Bailey and a resident of Richmond, VA passed away on Monday, February 23, 2015 at his home. Born in White Plains, NY, on August 28, 1936, he was the son of the late Sumner P. Bailey and the late Irma Orange Bailey Floyd. Mr. Bailey was a retired attorney for the United States Internal Revenue Service. He was a graduate of St. Christopher's School in Richmond and received his Bachelor's degree from Hampden Sydney College and his Juris Doctor from the University of Virginia. He is survived by his wife, Susan Ann Jago Bailey of Richmond and two daughters, Letia O. Bailey and her husband, Dittmar Dittrich, of New Orleans, LA and Kathryn A. Bailey of Richmond. A Memorial Service will be held at St. Matthew's Episcopal Church in Richmond on Thursday, February 26 at 2:00 PM. A graveside service will be conducted Saturday, February 28, 2015 at 12:00 PM at Belle Haven Cemetery with the Reverend Mario Gonzales del Solar officiating.
